  1. Preliminary Antidumping (AD) Duty Rates for Vietnamese Companies
(after offsetting a portion of the related Countervailing Duty – CVD):
  • Junma: 194.80%
  • Trieu Thai Son: 191.85%
  • Companies eligible for Separate Rate (TSRR): 193.32%

This rate may be applied to all Vietnam Exporters immediate after releasing of preliminary AD conclusion.

Preliminary Duty Rates (Highlights) for China and Indonesia, check the above reference link for information details.

  • China: Very high estimated dumping margins (~187 %).

  • Indonesia: A range of estimated margins, with some companies at ~84 % and others lower (~19 %).

  1. Reasons for the High Preliminary AD Rates

The high preliminary AD margins result mainly from the following factors:

  • The U.S. Department of Commerce (DOC) selected Indonesia as the surrogate country based on the petitioner’s proposal, while respondents proposed Philippines instead.

III. Next Steps in the Investigation

  • The DOC is expected to issue supplemental questionnaires to respondents to request additional information for its analysis in the final determination.
  • Final determination: Expected 135 days from the date the preliminary determination is published in the Federal Register, tentatively July 17, 2026.
