Vietnam Plywood Exports took fifth place amongst the top plywood exporters in the world in the 2022, with a total export turnover of $1.1 billion. China was the leading exporter with a turnover of $5.89 billion, followed by Indonesia, Russia, and Brazil. Plywood export revenues have been steadily increasing since 2018, with the US and South Korea being the top two importers of Vietnamese plywood.
However, Vietnam Wood Industry is now facing the tough time when The US Department of Commerce (DOC) continually extend the conclusion date of Vietnam Plywood anti-dumping investigation in 2023. Many Vietnam Plywood suppliers and Wood working Manufacturers may be put in risk with more than 200% of tax imposed by the US to their export products.
The DOC has announced that plywood from Vietnam which was produced using complete cores or core veneer materials from China are subject to the same anti-dumping and anti-subsidy measures as those applied to Chinese plywood. These duties consist of an anti-dumping duty of 183.36% and an anti-subsidy tax of 22.98% to 194.9%. If the production process of the plywood was completed in Vietnam or other countries, then those materials will be exempt from any kind of tariffs.
As the newest update, that the DOC has declared that the final conclusion on the investigation of hardwood plywood imported from Vietnam which includes the anti-dumping and anti-subsidy tax evasion will be issued at July 21, 2023 which is the 4th extension on the 2023 from the originally planned of January 31. The announcement was made by the Ministry of Industry and Trade (MoIT).
Vietnamese Plywood exporters and US importers have the opportunity to take part in a self-certification process that could exempt them from the evasion measure. However, if the DOC requests information in the investigation process and it is not given, or if it is given but it is incomplete or inaccurate, then the self-certification process cannot be applied.
